July 1, 2010, Haymarket, Virginia – BVTI will exhibit at the National Contract Managers Association’s NCMA 2010 World Congress, to be held in Fort Lauderdale, Florida from July 18 to 21. BVTI is an NCMA Silver Sponsor and has attended for years. This year we will present two new capabilities in procurement- and acquisition-related services offered by BVTI.

In 2009 BVTI was selected by the U.S. Army PEO STRI to configure the Contract Opportunity System (COS), our tool for online management of the acquisition workflow for high volume IDIQs and Multi-Award Contracts (MACs). COS establishes a secure acquisition workflow engine customized to the specific contract vehicle or acquisition procedures of a procurement office. First developed in 2002 as part of our suite of acquisition tools, it has been singled out and deployed to track all acquisition-related communications to and from vendors, between procurement office departments, and to assemble all pieces of RFIs, RFPs, RFQs, Q&As, etc. The government can see who has and has not viewed acquisition documents and show receipts proving that vendors were notified through the system of answers to questions and other communications that formerly were a cause for delays and protests in a non-COS environment.

In 2009 BVTI also began performing Cost and Pricing Analysis for the FAA on their major air traffic control systems and contracts (EnRoute, Trachons, ERAM, etc). Our expert analysts use cost models and decades of experience to analyze cost proposals, line items, and ODCs (Other Direct Costs) to the Nth degree. Because we operate on a “shop” model that can handle ebb and flow of volume, rather than requiring a Full-Time Equivalent for each new activity. This means that FAA offices with short term needs or on-and-off needs can still use our services for the actual value of time spent. Our cost and pricing shop has grown from 2 task orders in 2009 to 9 task orders by July 2010, with volume of service growing by over 100% in just one year.
